Heavily regulated by government agencies, adoption services were shrouded in absolute secrecy to prevent any further contact between birth mother and child. In forfeiting parental rights to their child, they were also making a decision to forfeit the child’s
right to know their family history as an adult.

The oftentimes humiliating, degrading experiences birth mothers were exposed to in the process of giving up their child, resulted in more and more single mothers during the 1970’s and 80’s. Recognizing that closed adoptions failed far more often than not, social workers and social agencies responsible for the well being of their charges began the slow, gradual process of change within the system. Those agencies that failed to embrace these changes simply facilitated fewer adoptions than others.

Today, while still heavily regulated to protect the rights of both mother and child, a return to the practice of open adoption has become the acceptable norm.
